The Federal Government of Nigeria has achieved a major milestone in its public sector digital transformation agenda with the official launch of the Enterprise Content Management (ECM) system at the Federal Ministry of Health and Social Welfare, marking a significant shift towards paperless governance, transparency, and efficiency in service delivery.

The ECM system, developed under the broader Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25), is designed to digitize records, automate workflows, and drastically reduce reliance on paper-based processes. The system is part of the federal government’s goal to achieve 80% digitalization of government operations by the end of 2025 and a fully paperless civil service by 2030.
